Ullubiy Khanmurzaev has been placed under house arrest.
The Kirovsky District Court of Makhachkala has changed the preventive measure for Ullubiy Khanmurzaev, the former head of Dagestan's Buinaksk District, accused of fraud, and placed him under house arrest.
As reported by the "Caucasian Knot," at the end of January, the Kirovsky District Court of Makhachkala remanded Ullubiy Khanmurzaev, the former head of Dagestan's Buinaksk District, into custody for two months on suspicion of fraud.
On November 21, 2025, the Buinaksk District Administration announced the termination of the powers of the head of the district, Ullubiy Khanmurzaev, due to his "failure to fulfill his duties in resolving local issues" for more than three months. This decision was supported by 43 district council deputies. Khanmurzaev objected to the dismissal of contract soldiers stationed in the SVO zone, contradicting the Labor Code. He recalled that, when leaving for the SVO, he delegated the duties of the district head to his deputy. On January 19, Ullubiy Khanmurzaev was detained on suspicion of corruption. After his arrest, Khanmurzaev declared a hunger strike. A week later, he ended his hunger strike in Pretrial Detention Center No. 1 in Makhachkala.
Today, a hearing was held in Makhachkala's Kirovsky District Court to extend the pretrial detention of Ullubiy Khanmurzaev, the former head of the Buinaksk District, Interfax reported, citing Shamil Khadulaev, Chairman of the Public Monitoring Commission of Dagestan.
"The judge, apparently taking into account his achievements (Khanmurzaev is a member of the Special Military Unit), as well as the fact that he has four children, two of whom are minors, dependent on him, changed the measure of restraint, placing Khanmurzaev under house arrest," Khadulaev wrote on his Telegram channel.
As a reminder, Ullubiy Khanmurzaev is a former investigator for the Investigative Committee of Russia. He was appointed acting head of the Buinaksk District Administration in January 2023. In the lead-up to the district head elections, district council members reported pressure. On July 5, 2023, Khanmurzaev was elected head of the municipality, with all 36 deputies participating in the session supporting his candidacy.
There are allegations that Ullubiy Khanmurzaev was a protégé of the influential former Secretary of State Magomed-Sultan Magomedov, and that after law enforcement officials raised questions about him, actions were taken against the district head, political scientist Albert Esedov previously told the "Caucasian Knot." As a reminder, on June 25, 2025, security forces detained Magomed-Sultan Magomedov, and on July 1, it was announced that he had been dismissed from his post as Secretary of State. The FSB has voiced its suspicions about Magomedov's involvement in the theft of the largest federal oil transshipment complex in the North Caucasus, Dagnefteprodukt, from the state. While serving as Secretary of State, Magomedov was not an active public figure, but he used his position to form a powerful group within the republic, according to local analysts.
