Georgia's Permanent Representative to the OSCE stated that the Moscow Mechanism report was being politicized.

The OSCE report on human rights violations in Georgia, prepared under the Moscow Mechanism, contains factual inaccuracies and politically biased conclusions, calling into question its objectivity, said Georgia's Permanent Representative to the OSCE, Alexander Maisuradze. The opposition believes there are sufficient legal grounds for the Hague International Court to initiate an investigation.

As reported by the Caucasian Knot, at the end of January 2026, the United Kingdom and 23 other OSCE countries initiated the creation of an expert mission in connection with the deteriorating human rights situation in Georgia. The mission's representatives were to assess human rights violations in the country beginning in 2024.

The Moscow Mechanism is a method for monitoring the implementation of OSCE participating States' commitments in the area of ​​human rights and democracy, adopted in 1991. It allows for the formation of special missions of independent experts to resolve identified problems on the territory of a participating State, according to the OSCE website. The Moscow Mechanism is used in cases of serious human rights violations, humanitarian disasters, and crimes against humanity.

According to Maisuradze, the document fails to reflect the complexity of Georgia's political and legal context and ignores clarifications from government agencies. He also accused the report's authors of selective reporting and attempting to present individual court cases as politically motivated, despite "legal guarantees and international fair trial standards," Newsgeorgia reports.

"The report of the OSCE fact-finding mission, established under the Moscow Mechanism, contains serious factual inaccuracies, selective interpretations, and politically biased conclusions, which calls into question its reliability and objectivity," reads a statement released by the Georgian Foreign Ministry's press service.

The report was prepared by Patrycja Grzebik, an expert with the OSCE Moscow Mechanism and professor at the University of Warsaw. She noted a sharp deterioration in the human rights situation in Georgia and recommended that member states consider targeted sanctions against those responsible, as well as the possibility of bringing suspects of torture and inhumane treatment to justice through international courts or universal jurisdiction. The document, which covers the period from spring 2024, describes systemic human rights violations, including pressure on the opposition, persecution of journalists and activists, and cases of excessive force against protesters that could amount to torture. Among the recommendations are the release of political prisoners, an investigation into possible cases of torture, and the repeal of controversial laws restricting civil society, Newsgeorgia reports.

The diplomat added that some of the report's recommendations go beyond the mandate of the Moscow Mechanism, as they call on international organizations and states to take action against Georgia.

"We must not allow the OSCE to be undermined by such improper practices or used as a political tool," he said.

Maisuradze called on the OSCE Permanent Council to examine the issue: "Rejecting such a flawed and biased report is a necessary step to protect trust in international processes."

Opposition politicians believe that the critical OSCE report is the final verdict on the international reputation of the Georgian Dream.

Leader of the For Change coalition Nika Gvaramia believes that the Moscow Mechanism report contains sufficient legal preconditions for the Hague International Court to launch an investigation and bring those responsible to justice. According to the opposition politician, this report is absolutely catastrophic for the Georgian Dream, TV Pirveli reported.

"I never thought I'd see such a conclusion in Georgia's history, from any international organization. This conclusion alone is enough to speak of a political reset in the country. We've rarely encountered such a recommendation, especially regarding violations of the Convention, let's not forget that. For the Hague Court, this is a sufficient legal prerequisite to launch an investigation and bring those responsible to justice," he stated. Gvaramia.

Today's conclusion of the OSCE mechanism confirms that Ivanishvili has very little time left before he ends up in the dock where the world's most bloodthirsty dictators sat, said Tina Bokuchava, leader of the United National Movement.

"As soon as the news of the mass use of chemical weapons spread, we started talking about the Hague Criminal Court being one of the international instances where this case would definitely end," said Bokuchava.

"In 19 points, everything is already laid out from beginning to end, and it is clear that this has prospects both in the Strasbourg court and in "The Hague Court from a criminal law perspective," he stated.

One of the leaders of the Lelo-Strong Georgia movement, Grigol Gegelia, believes that under such a political course, there is not and cannot be a free, unified, and strong Georgian state.

"This report is the final verdict on the international reputation of Georgian Dream as a dictatorship," Gegelia stated.

"Caucasian Knot" also wrote that in 2018, the OSCE Moscow Mechanism was launched against Russia in connection with reports of human rights violations in Chechnya. At that time, 16 countries called for the creation of an emergency mission for an international investigation into Russia's violation of its obligations to the organization. In December of that year, a report prepared under the Moscow Mechanism was presented, citing information about enforced disappearances, torture, extrajudicial executions, pressure on human rights defenders, and persecution of gays in Chechnya as indisputable facts. However, human rights defenders indicated that the publication of this report would not have any impact on the situation in the republic.
