Konstantin Rachalovsky partially admitted guilt

Former Deputy Governor of the Rostov Region Konstantin Rachalovsky pleaded guilty to abuse of office, but refused to plead guilty to fraud.
As reported by "Caucasian Knot", Deputy Governor of the Rostov Region and Minister of Agriculture Konstantin Rachalovsky was arrested last February in a criminal case for abuse of office. On February 21, the court placed him under house arrest, and in June released him from house arrest, but prohibited him from communicating with witnesses and other participants in the trial.

Rachalovsky stated that he admits guilt under the abuse of office charge for both alleged incidents, but denies guilt under the fraud charge. Similar statements were made by other defendants in the case – Rachalovsky's former deputy Olga Gorbaneva and the former owner of the Eurodon agro-cluster Vadim Vaneyev.
Another defendant in the case, Viktor Goncharov, an advisor to the Rostov Region Governor, previously spoke out on the case; he completely denies his guilt.
As a reminder, according to the FSB, Rachalovsky, while implementing a state agricultural development program, unjustifiably allocated subsidies to agricultural enterprises from the federal and regional budgets. The recipients of the subsidies were subsequently declared bankrupt. The investigation estimated the damage at 156 million rubles.
On February 21, Viktor Goncharov, an advisor to the governor of the Rostov region, was arrested in connection with the same case, suspected of abuse of office. His home was searched. On February 22, the court sent him to custody.
