The prosecutor's office has demanded the seizure of multi-billion dollar assets belonging to a former Dagestani deputy.

The Prosecutor General's Office filed a lawsuit in Krasnodar demanding the transfer of land, houses, and business shares belonging to former State Duma deputy Rizvangadzhi Isaev and his relatives to the state. The total value of the property exceeds 10 billion rubles.

As reported by the "Caucasian Knot," in September 2025, the Prosecutor General's Office filed a lawsuit demanding the transfer of land plots, residential and commercial real estate belonging to former Secretary of State of Dagestan Magomed-Sultan Magomedov and his relatives to the state. The agency estimated the value of 53 properties at 500 million rubles.

In August 2025, the Prosecutor General's Office filed a lawsuit to seize the property of former Makhachkala Mayor Said Amirov and his 18 relatives. The assets, worth over 2.1 billion rubles, include the Rossiya movie theater (now the Paramax Cinema Park), land for the construction of shopping centers, a hotel, residential buildings, and a maternity hospital. In connection with the lawsuits against Amirov and Magomedov, the property of people unrelated to the former officials was seized. One of them faced the risk of property seizure.

The Prosecutor General's Office filed an anti-corruption lawsuit against former State Duma deputy Rizvangadzhi Isayev and his family. The agency is requesting the seizure of property worth over 10 billion rubles for the benefit of the state, RBC reported today, citing its sources.

The lawsuit was filed in the Leninsky District Court of Krasnodar. Nine individuals are named as defendants, including the former deputy, his current and former wives, and children, as well as eight legal entities, including Gaztransbank, the Heat Transport Company, and Center-Hotel LLC (owner of the Marriott Hotel in Krasnodar), the publication writes.

According to the agency, before being elected as a deputy, Rizvangadzhi Isaev, along with his brother, Shamil Isaev, owned commercial organizations in the Krasnodar Territory and Dagestan and operated in the construction and public utilities sectors.

Rizvangadzhi Isaev was a State Duma deputy from 2007 to 2011. The Prosecutor General's Office stated in the lawsuit that he abused his official powers and Political influence for illegal enrichment, the publication's sources said.

According to the prosecutor's office, Isaev used the land and illegal proceeds from its sale to implement major development projects in Krasnodar, including the residential complexes "Europe" and "German Village."

The Prosecutor General's Office has filed a lawsuit against Dagestani parliament member Murtuzali Murtuzaliev, his common-law wife, and her family for the seizure of property worth 850 million rubles.

The Prosecutor General's Office is demanding the transfer to state revenue of the Isaev family's shares in Gaztransbank (more than 90%), the companies Center-Hotel (95%), Yuzhny Resource (100%), SZ Sarmat and Sarmat Stroy (90% each), Ars Capital (100%), and Helios (almost 30%), and the Heat Transport Company (90%). The total asset value is 10 billion rubles.

Furthermore, according to the agency, 127 land plots, 43 non-residential buildings and premises, 21 residential buildings and apartments in Moscow, Dagestan, and the Krasnodar Territory were registered by Isaev to relatives and trusted individuals. The cadastral value of this property is approximately 1.3 billion rubles, the publication writes.

The lawsuit was filed on February 20 and accepted for proceedings; a preliminary hearing is scheduled for March 10. The lawsuit was filed as part of measures carried out under Federal Law No. 230-FZ "On Monitoring the Compliance of Expenses of Persons Holding Government Positions and Other Persons with Their Income," Kommersant reported today.

Rizvangadzhi Isayev, a native of the village of Sogratl in the Gunibsky District, was a State Duma deputy from the United Russia party, serving on the Committee on Construction and Land Relations. Rizvangadzhi Isayev is the brother of former Deputy Prime Minister of Dagestan Shamil Isayev, according to the Dagestani publication Mirmol.ru today.

As a reminder, Shamil Isayev served as Deputy Prime Minister of Dagestan from 2015 to 2018. On July 1, 2022, Isaev was sentenced to 16 years in prison after the court found him to be the mastermind behind the murder of Chernovik editor-in-chief Khadzhimurad Kamalov. In December 2025, it was announced that the panel of the Supreme Court of Russia had rejected the cassation appeals of those convicted of Kamalov's murder. However, by the time the appeals were considered, Shamil Isaev, according to Kommersant, had managed to be sent to the SVO and return from there, wounded.
