Krasnodar City Hall has refused to approve a rally on the embankment 20 times.
Krasnodar authorities have denied residents of the Yubileyny microdistrict 20 times a request to hold a rally against embankment development.
As reported by the "Caucasian Knot," on January 16, despite residents' protests, the mayor of Krasnodar approved the planning project for Rozhdestvenskaya Embankment in the Yubileyny microdistrict, where a church is planned to be built. On January 29, Krasnodar City Duma deputies approved a decision to seize part of the park for the construction of a church. A month earlier, on December 15, 2025, residents of the Yubileyny microdistrict of Krasnodar, protesting against embankment development, recorded a video message to Vladimir Putin, but their question was not voiced during the president's direct line. On December 17, 2025, Krasnodar City Duma deputy Alexander Safronov was summoned to the police station because of this video message; a Krasnodar official filed a denunciation against him. On January 26 and 29, pickets were held in defense of the embankment and demanding the resignation of city mayor Yevgeny Naumov. The Krasnodar Department of Internal Policy has suggested that residents of the Yubileyny microdistrict, who are opposed to the embankment development, should hold a rally 10 kilometers from the planned church site.
The Krasnodar administration has set a record of sorts – 20 refusals to hold rallies in the Yubileyny microdistrict for residents against the construction of a church on the embankment, the Krasnodar YMR Telegram channel reported.
"With these new refusals, the mayor's office has blocked rallies directly in the Yubileyny microdistrict until March 7, 2026. Starting with the rally announced for February 15, the administration reports that someone has once again beaten the initiative group to this time and location for public events. Residents of the YMR have already received 20 (!!!) refusals to hold rallies directly in the Yubileyny microdistrict. Rallies with up to 1,000 participants were announced against the authorities' plans to "The development of Rozhdestvenskaya Embankment (including religious sites) and the change of the recreational zone's status," the statement reads.
Activist Vitaly Cherkasov posted screenshots of six denials of permission to hold public events from March 2 to 7, received from the mayor's office.
"Maybe the city administration has time for a rally? Everything in the YMR is 'booked,'" Sergey Pumkin inquired.

"Caucasian Knot" also wrote that in November, opponents of the construction of the church in Yubileiny, together with representatives of the Communist Party of the Russian Federation, began collecting signatures demanding the resignation of Mayor Yevgeny Naumov.
In September 2024, residents of the Yubileiny microdistrict of Krasnodar protested against the development of Rozhdestvenskaya Embankment, where, according to the city's new general plan, a church was planned. They explained that This is the only major recreation area in the neighborhood. Activists collected signatures for a petition to Governor Veniamin Kondratyev against the development of Rozhdestvenskaya Embankment. More than 3,000 signatures were collected. However, in November, City Duma deputies adopted a new general plan despite protests from residents.
