SVO members complained to Melikov about the lack of a road to their village.

Military personnel from Dagestan, located in a special operation zone in Ukraine, recorded a video message to the head of the republic, Sergei Melikov, demanding that road construction begin in the village of Kuba in the Laksky District.

As reported by the "Caucasian Knot," at the end of December 2025, military personnel from Dagestan recorded a video message to Sergei Melikov in a special operation zone in Ukraine, requesting assistance in connecting a house in Izberbash to gas.

The video message from participants in the military operation in Ukraine to Sergei Melikov, the head of Dagestan, and Dzhambulat Salavov, the head of Makhachkala, was posted on the "KAIF Dagestana" Telegram channel, which has over 42,000 subscribers. By 5:30 a.m. Moscow time, the video had garnered over 3,000 views.

The video shows two men in camouflage, armed with automatic weapons. One of them speaks to officials.

“We are from the village of Kuba in the Lak district of the Republic of Dagestan, participants in a special military operation. We appeal to the head of the Republic of Dagestan. Dear Sergey Alimovich, almost seventy people from our small village have volunteered to defend our homeland. Our ancestral village is in dire straits; there are no normal living conditions,” the soldier stated.

According to him, the village of Kuba is only three kilometers from the republican highway, but the road is virtually nonexistent.

“Because of this cliff a month ago, a car fell off the cliff, killing a young villager, the only son in the family. The road reconstruction project passed all the expert reviews and received a positive conclusion. However, the construction decision keeps being postponed for unknown reasons. We ask you to support us and instruct the relevant agencies to begin construction of the road so that we can rest assured about the lives and safety of our family members,” the military man says to Melikov.

Authorities promised to spend 205 million rubles on the road.

It is known that in December, the state expert review of projects in the Republic of Dagestan issued a positive conclusion on the design and estimate documentation for the reconstruction of the access road from the Mamrash-Tashkapur-Arakan Bridge highway to the village of Kuba. This 2.9 km section is classified as a Category IV road. The estimated cost of the work will be 205.6 million rubles, Kommersant reported on December 19, 2025.

According to the publication, Ecodor LLC is the general contractor. The developer is the State Public Institution of the Republic of Dagestan "Administration of Highways of the Republic of Dagestan." The project includes road surface restoration, excavation work, installation of new pavement, and shoulder reinforcement.

Previously, the "Caucasian Knot" reported that military personnel from Dagestan participating in the Special Military Operations periodically record video messages to the republic's authorities asking them to resolve various social and domestic issues.

The actions of those attempting to manipulate military operation participants and sending them messages asking them to record video messages to the authorities will be strictly suppressed, Sergei Melikov promised in March.

Appeals from SVO participants in Dagestan to the authorities are prompted by numerous problems in the republic and remain one of the ways to gain the attention of officials. Despite Melikov's claim that combatants are recording appeals as a result of "manipulation," he will have to respond to them, analysts noted.

During a direct line on November 27, 2025, Dagestan head Sergei Melikov sidestepped pressing issues and gave only vague, convenient answers to questions raised, residents of the republic noted, noting that they were expecting clarification about constant electricity and water outages, burning landfills, and rising prices for housing and communal services and transportation.
