Turkish authorities have deported Gultekin Hajibeyli, a representative of the National Council of Democratic Forces of Azerbaijan. According to opposition figures, she remains at large in Azerbaijan.
As reported by the Caucasian Knot, in December 2025, Gultekin Hajibeyli received an official deportation order from Turkey for five years. She considered the deportation decision unlawful.
Gultekin Hajibeyli, a member of the Coordination Center of the National Council of Democratic Forces (NCDF) of Azerbaijan, was detained on November 29, 2025, and sent to a deportation center. Turkish authorities cited "creating a threat to public security" as the reason for her deportation, a term used when deporting foreign terrorists. Hajibeyli stated that an appeal to the European Court of Human Rights has already been filed in connection with her detention.
Gultekin Hajibeyli has been deported from Turkey to Azerbaijan, announced Fuad Gahramanli, deputy chairman of the Popular Front Party of Azerbaijan (PFPA). According to him, Hajibeyli is already in Azerbaijan and remains at large, Meydan TV reports on its website.
According to the publication, Hajibeyli is not involved in the criminal case, and no preventive measures have been imposed on her.
Hajibeyli emphasized that she did not violate Turkish laws and does not understand the reason for her deportation. "I did not violate any laws in Turkey and had a residence permit in this country for two years. […] Why am I not allowed to leave Turkey and go to the country of my choice based on the deportation decision? All my questions are answered like this: this is an order from Ankara," she stated.
As a reminder, Azerbaijani opposition members linked Hajibeyli's detention with the case of PFPA leader Ali Karimli.
In November 2025, officers of the State Security Service of Azerbaijan detained PFPA leader Ali Karimli and his adviser Mammad Ibrahim. Both opposition figures were arrested and charged under Article 278.1 of the Criminal Code of Azerbaijan (actions aimed at the violent seizure of power or the violent change of the constitutional order of the state). They denied the charge, and Karimli stated his criminal case of political persecution. On February 9, Karimli's arrest was extended by four months.
On February 12, the State Security Service announced the uncovering of a conspiracy against the country's authorities involving former high-ranking officials and representatives of the Azerbaijani opposition. Among the defendants in the case were former head of the presidential administration Ramiz Mehdiyev and Ali Karimli.
