Aliyev recalled the conditions of the peace agreement with Armenia

Baku will sign a peace treaty with Yerevan after Armenia renounces its territorial claims and enshrines this in the constitution, Azerbaijani President Ilham Aliyev stated at the Munich Security Conference.

As reported by Caucasian Knot, on September 20, 2025, the Azerbaijani Foreign Ministry stated that Baku and Yerevan would be able to sign a peace treaty provided territorial claims were removed from the Armenian Constitution. In February 2025, Armenian Prime Minister Nikol Pashinyan stated that Armenia needed to amend its basic law through a referendum. The new Constitution, he said, should enshrine the ideology of "Real Armenia," which equates the homeland with an internationally recognized state. The Armenian prime minister's proposal has drawn sharp criticism in society.

On August 8, 2025, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a declaration on the cessation of hostilities at a meeting in Washington. Aliyev and Pashinyan did not sign the peace agreement, but only initialed it, and most of the declaration's provisions contain vague wording, analysts noted. US President Donald Trump stated that the key issue that prevented the signing of a peace agreement between Armenia and Azerbaijan has been resolved: the issue of the Zangezur Corridor. The "Caucasian Knot" has prepared a report on the "Trump Route" (TRIPP): a transport corridor through Armenia."

Azerbaijani President Ilham Aliyev, participating in the Munich Security Conference, stated that Azerbaijan will sign a peace treaty with Armenia immediately after Yerevan amends the Armenian Constitution. The president believes that Baku and Yerevan have already reached peace following the agreement in Washington, and the formalities of the issue depend on Armenia, Minval.az reports.

According to Aliyev, Yerevan must remove territorial claims against Azerbaijan from its constitution. The sooner the Armenian Constitution is amended and territorial claims against Azerbaijan are removed, the sooner a peace agreement will be signed, he added.

Earlier, after the signing of the declaration on the cessation of hostilities in August 2025 Ilham Aliyev noted that he considers "this truly the end of the conflict, the end of the war." "A formal peace agreement was not signed for one specific reason: the Armenian constitution still contains a provision that calls into question Azerbaijan's territorial integrity," the publication Report reported.

"As soon as this constitutional amendment is introduced, as soon as territorial claims against Azerbaijan are withdrawn, a formal peace agreement will be signed. But the very fact that Azerbaijan and Armenia initialed this document in the White House in the presence of President Trump already signifies the end of a war that has lasted, intermittently, for over thirty years. This opens up entirely new opportunities for the South Caucasus region and for the broader region of Central Asia and the Middle East," the president emphasized at the time.

"Caucasian Knot" also wrote that US Vice President J.D. Vance's visit to Armenia and Azerbaijan demonstrated Washington's desire to strengthen its presence in the region while weakening Russia's influence, Baku analysts noted. At the same time, the US is changing its strategy for building relations with countries in the region, moving from a value-based partnership to cooperation based on pragmatism and economic interests.
