The head of a district in the Rostov region has been arrested for abuse of power.

The court has remanded Valery Gornich, head of the Proletarsky District, in custody until March 27th on suspicion of abuse of office.

According to the investigation, Gornich gave his subordinate, who is the director of the district's Municipal Civil Defense and Emergencies Department, illegal instructions to enter into contracts for repair work with a business acquaintance, without holding a competitive bidding process.

Then, knowing that the work had been improperly completed, the head of the municipality instructed the director of the municipal department to sign the certificates of completion, although these certificates were never accepted or verified. Thanks to such actions, the businessman received more than 2.5 million rubles from the local budget, Kommersant reported on February 6. The Proletarsky District Court remanded Gornich in custody until March 27. The criminal case is being investigated under Part 4 of Article 33 - Item "e" of Part 3 of Article 286 of the Russian Criminal Code (incitement to abuse of office) and Item "e" of Part 3 of Article 286 of the Russian Criminal Code (abuse of office). Gornich's subordinate is also a defendant in this case. Previously, "Caucasian Knot" reported that investigators opened a case of abuse of office against Rostov Region Deputy Governor and Finance Minister Lilia Fedotova last February. In early April, she was transported to Moscow. In January, the court left her in custody.
