The Communist Party of the Russian Federation observers encountered restrictions at a number of polling stations in Krasnodar Krai, where municipal elections and gubernatorial elections are taking place. They reported ballot stuffing and complained about conflicts with members of election commissions.

As "Kavkazsky Uzel" wrote, in the municipal elections the main intrigue is how many seats the parties competing with "United Russia" will receive in city councils. The military operation in Ukraine, despite regular drone attacks on the southern regions, was practically not touched by candidates for posts at various levels, analysts noted. In Krasnodar Krai and Rostov Oblast, candidates reported ballot stuffing and falsifications during home voting.

In which regions of the North Caucasus and Southern Federal Districts the September elections are being held can be found in the "Caucasian Knot" reference "Single Voting Day 2025 in the South of Russia". The "Caucasian Knot" publishes materials about these elections on the page "Elections-2025: South of Russia".

On the evening of September 13, Ivan Dubrovin, a member of the electoral commission with the right to vote, reported ballot stuffing at one of the polling stations in an educational institution in the Yubileiny microdistrict of Krasnodar. In a video published on the "Krasnodar YUMR" Telegram channel, he reported that 140 ballots were included in the act, although he and observers saw only 98 voters at the polling station.

At the same time, the educational institution's commission refused to recheck and recount the number of signatures for receiving ballots. Dubrovin also added that he was not given the registration logs, they showed them themselves and "blocked them with their shoulders, showing them at maximum speed so that it was impossible to record." He wrote a statement, and a similar statement "for the use of physical force" was written about him.

Vitaly Cherkasov, a candidate for deputy of the Krasnodar City Duma, reported in his Telegram channel today that he encountered "completely unjustified, flagrant violations of the election law" at many polling stations in the Yubileiny microdistrict. In a video from one of the polling stations in an educational institution, he reported, in particular, that the places for observers were located in such a way that the ballot boxes were out of their field of vision, at a distance of 27 steps. He wrote a statement. After that, the members of the election commission voted to move the ballot boxes closer to the place where the observers' places are located. "Thank you to those commissions that, understanding the essence of the claims and knowing the law, are ready to correct the shortcomings. And adjust the places for observers, and re-seal the ballot boxes, and adjust the work with the voter lists. Without writing complaints, filming videos and confrontation," Cherkasov wrote.

Earlier, Cherkasov spoke about a confrontation with a member of the election commission at a polling station in one of the schools. He did not say what the conflict was about. When he tried to give the statement to the chairperson of the commission, she flatly refused to accept it, saying that he had "no right to be here."

Alexander Safronov, a deputy of the Krasnodar City Duma from the Communist Party of the Russian Federation, recorded a number of violations at polling stations in Krasnodar. In particular, the chairperson of one of them told observers that their "rights are limited" and they do not have the right to look at the voter lists.

Safronov also said that the Mostovskaya TEC "contrary to the law and common sense, made a decision to grant access to the GIS "Elections" system to the head of the district and his deputies. He recalled that in the premises of the TEC of any district and city there is a room with a computer from which data on the voting results can be entered. Only members of the TEC and IT specialists of the election commission have access to the room and the computer. "And no one else, because if someone bad sits at the computer in this room, then it will not matter at all who voted and how at the polling stations - the data entered into the computer will be completely different from what was received from the polling station," the deputy noted.

He wondered why they wanted to allow the head of the Mostovsky district and his deputies into the room with this computer. deputies. According to Safronov, State Duma deputy Georgy Kamnev sent appeals to the Central Election Commission of Russia on this matter.

He also spoke about several cases of restricting the rights of observers. In particular, in one of the schools in Krasnodar, they wanted to prohibit an observer from filming the voting process, and in Goryachy Klyuch, observers and a candidate were completely expelled from the polling station, and a member of the commission remained inside, although the polling station should have been closed and sealed.
