The court sided with the Astrakhan authorities in a dispute over increasing property taxes
The Court of Appeal overturned the decision of the Astrakhan Regional Court to invalidate the change in property tax rates in Astrakhan. Astrakhan residents perceived the decision as a violation of their rights and interests, believes regional Duma deputy Yevgeny Dunayev.
As "Kavkazsky Uzel" wrote, in May, the Anapa Council of Deputies decided to suspend the collection of tourist tax in the city until December 31 due to the consequences of the tanker disaster.
"The Third Court of Appeal of General Jurisdiction issued a ruling to overturn the decision of the Astrakhan Regional Court of March 5, 2025, in terms of recognizing the decision of the City Duma to increase tax rates on real estate in Astrakhan as invalid," the press service of the city administration reported today.
In November 2024, Astrakhan City Duma deputies supported changes to the law that increased property tax rates. Thus, from January 1, 2025, the tax for individuals increased from 0.1% to 0.3% of the cadastral value, for businesses - from 0.5% to 2%. In early February 2025, more than 100 entrepreneurs filed a class action lawsuit in court, seeking to overturn this decision. In March, the Astrakhan Regional Court partially satisfied the demands, reported the publication "Bloknot-Astrakhan".
Then the municipality decided to defend the increase in rates and filed an appeal. Thus, from 2025, the changes will still come into effect, notes "Interfax".
"It is important to note that this decision caused significant discontent among Astrakhan residents, who perceived it as a violation of their rights and interests. In the context of economic instability and rising utility prices, an increase in the tax burden on property is perceived as an additional financial burden for the population,” said regional Duma deputy Yevgeny Dunayev in his Telegram channel.
The new taxes will primarily affect owners of commercial real estate, according to representatives of the Astrakhan administration. “For individuals, the changes in the tax rate are insignificant - the difference will be 0.2%. For businesses, it will be 1.5% and for properties over 300 million rubles - 2%, which will increase city budget revenues by 592.8 million rubles. These funds will be used to improve the city and develop social facilities,” the Punkt A publication quotes the mayor’s office as saying.
