The Arbitration Court of the North Caucasus Federal District considered the package of documents attached by the Makhachkala City Hall to the cassation appeal against the development of the former territory of the Port Hospital to be incomplete and demanded that the deficiencies be corrected by September 19, leaving the appeal without action.

As "Kavkazsky Uzel" wrote, the Makhachkala City Hall appealed the decision of the appellate court, which ordered the issuance of a permit for the construction of a multi-story building near the Port Hospital. Residents of the district appealed to Putin and Melikov with a demand to prevent the construction. They fear that during the construction of this house, nearby houses may simply collapse. They are also confident that the park area will only be a promise from the developer. Makhachkala residents recalled that Melikov said in February 2024 that houses should not be built in the republic according to the principle of housing cooperatives. In the area where the Parkhomenko housing cooperative plans to build a multi-story building, there is dense development and a lack of social infrastructure. In the event of the construction of a new facility, the existing problems will only worsen. Residents of the area decided to order an expert assessment to assess the risks of destruction of existing houses in the area.

In July, the Appellate Arbitration Court in Yessentuki ordered the Makhachkala mayor's office to issue a permit for the construction of a 14-story building near the Portovskaya Hospital within seven days, which was opposed by residents of neighboring houses. On January 29, 2024, a video was published on the Instagram page of the "Our City" movement*, in which residents of Sinyavina Street in Makhachkala complained about the destruction of a park area on the territory of the Portovskaya Hospital. Local residents held a meeting to demand that a private company stop cutting down a park with fruit trees. A plot of land with a garden in the Kirovsky District is being turned into a site for the construction of a multi-story building, local residents complained. Residents of the area near the Portovskaya Hospital are also fighting against the construction of a multi-story building, fearing the destruction of their houses, which are located on rock.

The Arbitration Court of the North Caucasus Federal District left without action the complaints of the mayor's office and the Department of Architecture and Urban Development of Makhachkala in the case of the development of the former territory of the Portovskaya Hospital.

As indicated in the ruling published on his Telegram channel by lawyer Arsen Magomedov, the applicants did not attach to the text of the complaint evidence of sending copies of the complaint to third parties. If this error is not corrected by September 19, the complaints will be returned without consideration.

Magomedov added that, according to his information, the mayor's office has already fixed the problem.
