HRC members reveal human rights restrictions in Dagestan

In Dagestan, the delegation of the Council under the Russian President for Development of Civil Society and Human Rights (full official title of the HRC) found no serious violations in the SIZO (pre-trial prison), but revealed the practice of putting people on the so-called "prophylactic register" for their religious beliefs. Also, rights defenders stated unreasonable rights' restriction of Gimry villagers.

The "Caucasian Knot" has reported that from May 30 to June 9 members of the HRC are visiting the North-Caucasian Federal District (NCFD). In Dagestan, in particular, they had planned to visit SIZOs (pre-trial prisons), jails and social facilities.

On May 31, some members of the HRC visited the SIZO and police station of the city of Derbent; others went to the village of Gimry, Untsukul District.

"For about five years Gimry is under the state of emergency; and villagers are restricted in their rights only on the grounds that once bandits had lived there, but they are no longer there," said Leonid Nikitinsky.

According to his story, the village is cordoned off, its residents are entered on the "prophylactic register", and they can travel abroad only by a special permit.

On May 30, Makhachkala hosted a meeting of rights defenders with citizens, said Zubair Zubairuev, the head of the administration and government of Dagestan for information policy.

On May 31, at the meeting with the head of Ramazan Abdulatipov, members of the HRC raised the issues of the "prophylactic register", situation in orphanages, and harassment of members of religious organizations.
