At 8:00 p.m. Moscow time of April 18, the counterterrorist operation (CTO) legal regime was introduced within the administrative boundaries of the Magaramkent District "in order to prevent the commission of terror acts, ensure safety of citizens, organizations and institutions, search for and detain hiding members of the armed underground."
Explosions and terror acts
In the evening of April 18, in the Dagestani village of Sogratl an improvised explosive device (IED) was found near the monument to the victims killed in World War II. According to the preliminary information, its power was about 500 grams of TNT equivalent. Law enforcers believe that militants were plotting a terror act to be committed in the village during the celebrations for the Day of Victory on May 9. According to the preliminary data, the IED belonged to 25-year-old Akhmed Shamkhalov, who was killed during a special operation carried out at night of April 14.
At 11:00 p.m. Moscow of April 20, in the village of Djuli of the Tabasaran District, unidentified persons set fire to a school building and robbed a shop. During the fire, the old school building burned down. The same people, who set fire to the school building, made several chaotic shots from firearms and then robbed the village shop located not far from the school. According to a source from the law enforcement bodies, it is found out that the attack on the school building had been organized by Rasmin Magomedov, a local resident, born in 1995, who, according to the law enforcement, is an active member of the "Southern" terrorist grouping. During the search in the Rasmin Magomedov's house, law enforcers discovered an IED, and combat engineers destroyed it with the help of a surface charge. The explosion resulted in collapse of the house.
Detentions
In the evening of April 18, in one of the streets of the village of Sogratl, a policeman noticed a man, whose appearance reminded the description of a member of the armed underground. When asked to stop, he threw away his backpack and ran. The policeman opened fire, wounded the man who tried to run away, and detained him. A Kalashnikov submachine gun was found in the backpack left by the man. According to the law enforcement bodies, the detained man is 25-year-old Ali Kveshov, who since 2013 is considered to be the leader of the "Gunib" grouping of militants.
On April 18, a VAZ-217030 car, belonging to a resident of the Derbent District, was stopped by staff members of the Chief Department for the North-Caucasian Federal District (NCFD) of the Russian Ministry of Internal Affairs (MIA) together with Dagestani law enforcers in order to check the operative information. During the personal search of the car driver, policemen found an RGD-5 grenade. The owner of the car was detained.
On April 19, it was reported that in North Ossetia, law enforcers detained a 35-year-old resident of the village of Kizlyar of the Mozdok District, suspected of murdering three persons at night of April 9. He was taken into custody.
