Experts criticize actions of law enforcers during shelling in Derbent
The actions of the policemen, who have failed to promptly respond to the shelling of people near Naryn-Kala Fortress, do not comply with the Federal Law "On the police". This opinion has been expressed by Magomed Shamilov, the head of the law enforcers' trade union. Advocate Biyakai Magomedov sees signs of negligence in the actions of the policemen.
The armed attack on the people in the area of Naryn-Kala Fortress occurred at night of December 30, 2015. 12 people were injured, and one of them died.
The "Caucasian Knot" has reported that the victims have accused the law enforcers of inaction. According to the victims, in the first hours after the shelling, the law enforcers did not dare to go up to the observation deck of Naryn-Kala Fortress. Meanwhile, the victims demand to reclassify the criminal case into a terror act.
Magomed Shamilov has noted that the law enforcers should have more urgently responded to the shelling.
Djamal Aliev, a member of the Dagestani Advocates' Chamber, has noted that the police activities are regulated by several laws, and the major of them is the Federal Law "On the police".
"Article 12 of the Federal Law 'On the police' states that a police officer should immediately arrive at a place of crime, prevent unlawful acts, and eliminate threats to the security of citizens and public safety," the lawyer has emphasized.
