Bocharov demands to check Volgograd officials on lie detector
As stated by Andrei Bocharov, the head of the Volgograd Region, a polygraph should be used to examine the employees of the Mayoralty of Volgograd, who sanctioned to commission the high-rise building in Eighth Air Force Army Street. The Governor also spoke about "criminalization of Volgograd housing and utilities sector."
The "Caucasian Knot" has reported that the 19-storey No. 10A in the above street was commissioned on May 5. On August 10, its tenants came out to protest, saying that they were not provided with utilities.
Ilya Shestakov, a representative of the developer named "Stroysnab", said the prosecutor's office demanded through the court to supply gas and water to the house. The Mayoralty supported the office, stating that the developer had falsified the documents on commissioning the house. On August 19, the Tsentralny District Court satisfied the claim of the Volgograd prosecutor's office demanding to compel the supplying organizations to supply water. On August 20, the tenants received cold water.
According to Bocharov, officials must pass a polygraph examination "voluntarily". "We want to see who was involved in the construction and issuance of documents; and whether there is a corruption component in it," he said.
According to Alexander Chunakov, the Mayor of Volgograd, under his order "lawyers check the procedure of commissioning the house," and then "the examination results will be transferred to the city prosecutor's office." "Senior officials will voluntarily undergo a polygraph test," said Chunakov.
Governor Bocharov has ordered the Volgograd authorities to set up a working group and by October 1 to present a concession programme of the Municipal Unitary Enterprise (MUE) "Volgograd Utilities".
