Myth of Ramzan Kadyrov's total control over Chechnya dispelled

The growth of the number of victims of terrorism and counterterrorist operations (CTOs) in Chechnya in 2014 as compared with 2013; the special operation carried out by power agents from the Stavropol Territory in the territory of Chechnya, which provoked an exasperated statement of Ramzan Kadyrov about the possibility of opening fire on law enforcers from other regions; the problems associated with attempts detain and question the suspects in the case of the Boris Nemtsov's case – all these events are destroying the existing myth of Ramzan Kadyrov's total control over the Chechen Republic.

Igor Kalyapin, the head of the "Committee against Torture", has notes that Stavropol power agents should have agreed their special operation with the bosses of the Chechen Ministry of Internal Affairs (MIA) or lower police officials.

According to Igor Kalyapin, Ramzan Kadyrov, being the leader of the region and not a law enforcer, should not have been mandatorily informed about the special operation; however, the policemen could not carry out any special operation without notifying their Chechen colleagues.

It should be noted that the media and the official releases have formed an image of Ramzan Kadyrov as an absolute master of Chechnya.

The recent statements made by Ramzan Kadyrov only confirm that "in the territory of Chechnya, the Russian law is actually not valid and the Russian law enforcement bodies may not act." This opinion has been expressed by political analyst Pavel Svyatenkov. "From the point of view of its real status, it is actually an independent feudal principality," the "Club of Regions" quotes Pavel Svyatenkov as saying.
