Astrakhan Region: head of village council brought to compulsory works for failure to pay fines

Staff members of the Department of Bailiff Service for the Astrakhan Region have brought Rasul Koshmukhamedov, the head of the administration of the Seit Village Council, to compulsory works for the systematic failure to pay fines. Rasul Koshmukhamedov's debt on 47 enforcement proceedings has reached 700,000 roubles.

Since the offender is the head of the municipality and he cannot bring himself to work for the performance of the administrative penalty, the bailiffs assigned him to perform public works in the neighbouring municipality "Djanaisky Village Council".

The territory is operated by the municipality of Unitary Municipal Enterprise (UME) "Djanaizhilkommunkhoz", which provides services of housing and public utilities and provides heat supply to the objects of social sphere. Rasul Koshmukhamedov was hired for the position of a worker on landscaping.

Rasul Koshmukhamedov states that the violations for which the fines were imposed are just formal.
