Mironov in favor of common use of distant pastures in Kabardino-Balkaria
Sergei Mironov, speaker of the Federation Council, had arrived today to Kabardino-Balkaria where he met with the republic's leadership, state functionaries and public representatives. During the meeting they discussed problems of the North Caucasus economy, in particular, those of distant pastures.
There exists an urgent problem of distant pastures in Kabardino-Balkkaria. As the "Caucasian Knot" has already reported, there exist different opinions on the division of such lands in the republic. The public organization "Khase" headed by Ibraghim Yaganov is in favor of the traditional allocation of the pastures among villages - irrespective of the nationality of the population or their location. The authorities propose to grant the pastures the status of inter-village territories and hand them over under the authority of the Ministry of State Property.
Mironov states that the problem of pastures stems from article 131 of the Federal law "On Organizing Local Self-government in RF". In the speaker's opinion, the federal law-makers have failed to take into account all nuances and ignored the existence of distant pastures in regions. According to him, it would be correct to leave the distant pastures in the traditional common use. Mironov does not exclude introduction of amendments into the law.
